Berchem Moses PC Strengthens Education Law Practice with Herbert Z. Rosen’s Promotion to Partner

Berchem Moses PC recently announced the elevation of Herbert Z. Rosen to Partner, recognizing his extensive Education Law practice and his trusted counsel to school districts and boards of education throughout the state.

“It is with great pride that we announce the promotion of Herbie Rosen to Partner at Berchem Moses PC,” said Marsha Belman Moses, Named Senior Partner. “Herbie is a highly respected Education Law attorney whose practical guidance and steady judgment have made him a valued advisor to school districts and boards of education. He exemplifies the firm’s core values and is central to the strength of our Education Law practice.”

Herbie was appointed to the Connecticut Bar Association’s 2025-2026 Education Law Executive Committee.  He also served as President of the Connecticut School Attorneys Council for 2025. Herbie is Co-Chair of the Recent Graduate Committee of Fordham Law School, and a Board Member for Ezra Academy in Woodbridge, CT.

Prior to joining the firm, Herbie clerked for the Honorable Joel M. Cohen of the New York Supreme Court – Commercial Division and worked at a regional Connecticut firm as a litigation associate.  While attending Fordham University School of Law, Herbie worked at the Queens District Attorney’s Office, interned for the Honorable Gerald Lebovits of the New York City Civil Court, and served as the Associate Editor for the Fordham Urban Law Journal.

Before attending law school, Herbie was a social studies teacher with Teach for America in New York City.  He earned his Bachelor of Arts degree in American Studies from Brandeis University.

Herbie has been recognized by Connecticut Super Lawyers® since 2023 as a Rising Star in the field of Education Law. Each year, no more than 2.5 percent of the lawyers in the state are selected by Super Lawyers to receive this honor.
